The Warship of Peace: U.S. Naval Influence Operations in the Middle East 1880-1946

When President Theodore Roosevelt addressed the Naval War College at the dawn of the twentieth century, he defined the mission of sea power in terms of sustainable peace — a vision he titled "Our Navy, The Peacemaker." His cousin Franklin reemphasized this mission by casting American sea power as the global guarantor of freedom of the seas within his Four Freedoms framework. By examining the 1946 mission of USS Missouri (BB-63) to Turkey, this paper places the Roosevelt maritime tradition in historical context. Having served as the platform upon which the Second World War formally ended, Missouri deployed to Turkish waters to foster stability and advance the post-imperial vision that had animated American naval strategy since the 1880s – a continuous thread connecting the era of the Roosevelts to the role of American sea power in the twenty-first century.
